VEHICLE POLICY

Personal Transportation Vehicle Policies

1. Purpose

The purpose of this policy is to establish guidelines for the use of personal transportation vehicles (PTVs) on the South Georgia Institute (SGI) campus. This includes bicycles, skateboards, scooters, hoverboards, electric scooters, and other similar modes of personal transportation. The goal is to promote safety, ensure accessibility, and protect SGI property.

2. Definitions

  • Personal Transportation Vehicle (PTV): Any vehicle designed primarily for individual transport, including but not limited to bicycles, electric scooters, skateboards, hoverboards, rollerblades, and personal mobility devices.

  • Motorized PTVs: Includes any personal transportation vehicles powered by electric or gas motors.

  • Non-Motorized PTVs: Includes manual or pedal-powered transportation such as bicycles and skateboards.

3. General Use Policy

  • PTVs may only be operated in designated areas and are not permitted inside SGI buildings, including residence halls and academic facilities.

  • Operators must yield the right-of-way to pedestrians at all times.

  • Reckless or unsafe operation of PTVs will not be tolerated and may result in disciplinary action.

  • PTVs must not be operated on steps, benches, planters, railings, or other structures not intended for vehicular use.

4. Registration and Identification

  • All motorized PTVs must be registered with the SGI Security Department.

  • A registration sticker must be visibly displayed on the vehicle at all times while on campus.

  • Non-registered motorized PTVs may be subject to impoundment.

5. Storage and Parking

  • PTVs must be parked in designated racks or areas only.

  • Vehicles parked improperly or in a manner that obstructs walkways, entrances, or emergency access will be subject to removal.

  • SGI is not responsible for lost, stolen, or damaged PTVs.

6. Safety Requirements

  • Helmets are strongly encouraged for all riders and are required for motorized PTVs.

  • Riders must comply with all campus traffic regulations and state traffic laws.

  • Motorized PTVs must not exceed a speed of 15 mph while on campus property.

  • Vehicles must have proper lighting if operated after dark (front white light and rear red reflector or light).

7. Prohibited Use

  • Use of PTVs inside campus buildings or on covered walkways is strictly prohibited.

  • Riding while under the influence of drugs or alcohol is strictly forbidden.

  • No passengers are allowed unless the vehicle is designed for multiple riders.

8. Enforcement and Penalties

  • Violations of this policy may result in fines, loss of vehicle privileges, and disciplinary actions in accordance with SGI’s student and employee conduct policies.

  • SGI Security reserves the right to temporarily or permanently confiscate vehicles that pose a safety risk or are repeatedly operated in violation of this policy.

9. Exceptions

  • Reasonable accommodations will be made for individuals with disabilities who use mobility aids or motorized wheelchairs.

  • SGI-owned service and maintenance vehicles are exempt from this policy.

10. Policy Review

This policy shall be reviewed annually by the SGI Office of Student Affairs and Security Department to ensure continued relevance and effectiveness.
